Creates a disclosure to present to a supplier for a verification request. The response carries the current disclosure text and checkbox label to render to the supplier, plus a single-use disclosure id valid until expires_at. Once the supplier has ticked the box, submit the id with the supplier's IP address and agreement time in the verification request's attestation sub-object. Each disclosure id is valid for exactly one verification request. Issue a new disclosure for every attestation you capture.
